Dear Ventura County Family,

I am privileged to serve as your Ventura County Superintendent of Schools and to have the opportunity to lead an amazing team of classified and certificated educators at the Ventura County Office of Education. They are committed to students and those who serve them inside and outside the classroom and throughout our community.

The political journey for an elected position is not easy. During the campaign, I have endured personal and professional attacks as I publicly shared issues associated with my compensation and benefits for my cabinet team. These issues have been resolved with no financial impact to VCOE. Despite criticism and innuendo associated with my leadership, I have chosen to keep my campaign positive and focused on the students and educators this office serves.

I want you to know that I am extremely proud of my work at VCOE since I arrived in 2019 in Student Services and then as your Ventura County Superintendent of Schools. Throughout this time, we have maintained a positive budget and received strong audit reports from licensed fiscal experts. We have invested in every employee through annual raises and reclassifications, resulting in increases to salary ranges throughout the organization.

As Superintendent, I have dramatically increased the services that are offered at no charge to our local districts and charter schools. Under my leadership, we have committed to offering free or low-cost professional development and training for certificated teachers and classified staff. This has had a positive impact on early childhood education, K-12 education, special education, community schools, career education, and before and after-school programming.

Furthermore, we have been able to enhance programs that provide unique learning opportunities for students throughout Ventura County. We have expanded participation in student competitions, career education, civic arts education, dual enrollment, compassionate systems, and student wellness.

I am also proud of the annual Equity Conference we have offered for the last six years to increase opportunities and remove barriers to learning for all students. The conference is offered free of charge to educators, students, and community members. This year, a record 800 people registered for this community offering.

All of this progress is thanks to the team members at VCOE who have worked together across departments in an exemplary manner. They have built meaningful partnerships with state and local government and nonprofit agencies that are making a real difference for students and families.

Schools throughout the state and here in Ventura County are dealing with declining student enrollment due to population changes and the high cost of living. This is having a major impact on schools countywide that’s only expected to intensify in the coming years. Amid this reality, it’s more important than ever to raise awareness of the services VCOE provides to support our educators, students, and community. Our efforts are paying off, as seen in increased participation in our programs and use of our services. We will continue to adapt and improve as we respond to the changing statewide and national education funding picture.

I look forward to your continued support and partnership as we work tirelessly to strengthen schools, support students, and use the power of public education to build a strong and thriving Ventura County.

Dr. César Morales
Ventura County Superintendent of Schools
